닉슨핵정부가 1969년 EC121기 정찰기 추락사건직후 북한의 유사한 도발이 있을 경우 전술핵무기 사용도 불사한다는 계획을 세웠던 것으로 드러난 가운데 이같은 계획은 최종보고서에도 포함됐던 것으로 추정됩니다

[닉슨행정부가 전술핵무기 사용계획을 당초에 옵션으로 상정했다가 최종안에서 제외시켰는지 여부는 중요한 사안으로 판단돼 나름의 의견을 개진해봅니다]


미 국방부와 합참등에서 마련한 북한도발대비 비상계획은 크게 두가지로 요약됩니다

첫번째는 1969년 6월 25일 멜빈 레어드 국방장관이 헨리 키신저 국가안보보좌관에게 보고한 북한도발대응 비상계획이며
두번째는 1969년 9월 22일 너터 국방차관이 작성, 레어드 국방장관을 거쳐 백악관에 보고된 북한도발대응 비상계획으로
사실상 최종안입니다

6월 초안은 A부터 M까지 13개 옵션[옵션별 세부옵션을 포함하면 전체 29개 옵션]이며 이중 L옵션에 전술핵무기사용계획 3개방안, 이른바 FREEDOM DROP 이 기재돼 있습니다

9월 최종안은 1번부터 14번까지 14개의 옵션[옵션별 세부옵션을 포함할 경우 28개에서 30개, 블랙처리된 13번안이 세부옵션이 없으면 28개, 13번안이 세부옵션이 3개이면 전체 30개]이 상정돼 있으며 미국정부는 이 최종안을 공개하면서 공교롭게도 13번안을 읽을 수 없도록 블랙처리했습니다 말하자면 이 최종안의 비밀등급을 해제했지만 이 13번안 부분은 공개를 하지 않은 것입니다

두개안을 비교해 보면 초안의 13개 옵션과 최종안의 14개 옵션이 순서부터 내용이 모두 동일하며 최종안에 11번 옵션이 9번과 10번의 종합안으로 추가됐음을 알 수 있습니다

단 최종안의 13번만 공개되지 않고 블랙처리 됐으며 초안의 마지막옵션 M옵션과 최종안의 14번옵션도 동일합니다

즉 초안과 최종안은 옵션 내용과 옵션순서까지 동일하다, 단 초안에서 전술핵무기사용계획을 담은 L옵션이 들어갔을 것으로 추정되는 자리인 최종안의 13번자리만 블랙처리되고 최종안에서 찾아볼 수가 없는 것입니다

아마도 블랙처리된 부분에 전술핵무기사용계획인 FREEDOM DROP 작전이 들어갔을 가능성이 큰 것으로 추정됩니다

이 부분에 대해 조지워싱턴대 국가안보문서보관소도 '최종보고서의 리스트중 삭제된 부분[조각]은 북한에 대한 전술핵무기작전인 FREEDON DROP 계획인 것으로 보인다'라고 설명하고 있습니다

이 설명을 읽은뒤 문서를 클릭해서 원문을 직접 보면 설명내용을 더 잘 이해할 수 있습니다

국가안보문서보관소의 문장을 보면 이 문장에 나오는 삭제된 부분[THE DELETED MATERIAL]이 최종보고서의 리스트중의 삭제된 재료/조각으로 표현돼 있기 때문에 이는 리스트상에서 블랙처리된 부분을 가리키는 것으로 해석되며 다시 말하면 '블랙처리된 부분은 북한에 대한 전술핵무기작전인 FREEDOM DROP계획인 것으로 보인다'로 이해하는 것이 타당할 것 같습니다
즉 전술핵무기사용계획도 최종안에 포함됐지만 어떤 이유에선지 그 부분은 비밀해제가 안된 것으로 생각됩니다

물론 NSA의 이같은 추측이 백% 옳다고 볼 수는 없습니다 그들의 설명과 해석이 금과옥조나 모범답안이 될 수는 없습니다
그러나 수십년동안 블랙처리된 비밀해제문서들을 다뤄온 경험이 있는 전문가들의 추측이므로 어느 정도 신뢰할 수가 있다 이렇게 생각됩니다

블랙처리된 부분이 과연 무엇이냐, 우리는 블랙처리된 상태의 문서만 보기에 블랙이면이 무엇인지 알 수 없습니다
그러나 여러 정황을 봐서 '아마도 전술핵무기사용 아닐까' 추정이 가능하다는 것입니다 

만약 블랙처리된 부분이 전술핵무기사용계획이 맞다면 또 한가지 의문이 생깁니다
초안에서도 공개된 전술핵무기사용계획이 왜 최종안을 공개하는 마당에 블랙처리한 것일까

초안에는 FREEDOM DROP 작전에도 3개의 옵션이 있었는데 최종안에는 모종의 지엽적인 변화가 있었던 것은 아닐까
그래서 그 내용을 공개하기에는 조금 부담스러운 부분이 있는 것은 아닐까, 아마도 중욯나 내용일 것이다 하는 생각이 듭니다

블랙처리된 부분에 대해서도 또 다시 공개요구를 할 수 있고 일정기간이 지나고 비밀해제요건이 되면 다시 공개가 되므로
그때가 되면 모든 것이 드러날 것입니다

This key document, prepared at Kissinger’s request for discussion at an upcoming meeting of the Washington Special Actions Group, outlines the full spectrum of contingency plans developed for consideration since the EC-121 incident, and which now includes an outline plan for nuclear operations against North Korea. As the preface indicates, these plans were developed by the CINCPAC, the Strategic Air Command (SAC) and the JCS to “support the attainment of United States politico-military objectives in a potential crisis situation involving the Republic of Korea.” The preface also stresses that the options, numbering over 25 (including sub-options within the main ones) cover a wide range of possible responses and so provide great flexibility and the ability to implement them in multiple variations to tailor the military response to the particular situation. In addition to the plans outlined in this document, more than a dozen others were reported under consideration by CINCPAC and the JCS.  The 13 main options in this document range from non-combatant and emergency evacuation in the event of a crisis to the airstrikes on North Korean airfields and power plants discussed in earlier documents, to a nuclear contingency plan for North Korea containing three options, and the defense of Korea.

The nuclear contingency plan, codenamed FREEDOM DROP and found at Tab L, seeks to provide “pre-coordinated options for the selective use of tactical nuclear weapons against North Korea” short of the plan for defense of South Korea against a renewed attack by North Korea. The first option involves a punitive attack against up to 12 military targets with nuclear weapons of a yield of .2 to 10 kilotons delivered by USAF tactical fighter aircraft based in South Korea, by carrier-based attack aircraft or by US Army Honest John/Sergeant missiles, or a combination of all three. Targets included command controls centers, three airfields, two naval bases and a missile support facility. Option 2 involved an attack with 70 kiloton nuclear weapons to neutralize North Korea’s military air power in response to a North Korean air attack on South Korea. The same three means of delivery were indicated, with all 16 major North Korean airfields targeted. The final option calls for an attack with nuclear weapons ranging from 10 to 70 kilotons aimed at diminishing greatly North Korea’s offensive capability. Using the same means of delivery, the targets would include all those in options 1 and 2 plus 22 additional military targets. Losses of U.S., South Korean and other allied forces were estimated at less than 10%, while civilian casualties, depending on the size of the attack, could range from around 100 to several thousand. Nuclear options were also part of the plan for defense of South Korea against renewed North Korean aggression, discussed at Tab M, particularly if needed to offset Communist numerical superiority in force.

This final document provides an overview of the military options developed or in development as of September 1969, and reflects much of the planning discussed in the previous documents. Five months after the EC-121 incident brought to light the serious gaps in U.S. contingency planning for dealing with Korean military crises, the U.S. government now had 14 plans, some with sub-options, completed and the “appropriate authorities” briefing on, and 8 new options under consideration or previously considered. Based on the information available in the earlier documents, particularly document number 14, the deleted material in the list of completed plans is likely Plan FREEDOM DROP for tactical nuclear operations against North Korea.
